Sabtu, 3 April 2021, Kota Kupang sudah mulai dikunjungi oleh hujan yang sangat deras. Beberapa wilayah pesisir mulai mengalami banjir rob dan gelombang tinggi yang menghantam perahu dan rumah nelayan. Mati lampu berjamaah di beberapa wilayah di Kota Kupang mulai dari pukul 15.00 WITA. BMKG NTT merilis siaran pers yang berisikan informasi bahwa bibit Siklon Tropis 99S mulai terdeteksi di Laut Sawu, Nusa Tenggara Timur dan diprakirakan akan cenderung menguat dalam 24 jam ke depan dengan pergerakan menjauhi Indonesia.

Namun, walau pun pergerakannya akan menjauhi Indonesia, 24 jam sebelum berpindah, siklon ini dengan kencang menghantam kuat beberapa pulau yang ada di Nusa Tenggara Timur. Masyarakat dihimbau untuk waspada dan berhati-hati terhadap potensi cuaca ekstrem dan dampak yang bisa ditimbulkan seperti banjir, tanah longsor, banjir bandang, pohon tumbang, dll. By Saturday April 3 2021, the city of Kupang had already been hit by torrential rain. Several coastal areas were starting to suffer tidal floods and high waves which crashed into the boats and houses of fishermen. The electricity in several areas of Kupang had been lost by 15:00 Eastern Indonesia Time. The East Nusa Tenggara Timor branch of Indonesia’s Meterology, Climatology and Geophysics Institute (BMKG) released a press broadcast that stated that Tropical Cyclone 99S has first been detected in the Sawu Sea and was predicted to strengthen in the following 24 hours with a movement away from Indonesia.

However, while it was moving away from Indonesia, in the 24 hours before it moved, this cyclone hit many islands in East Nusa Tenggara hard. The community was urged to be on alert and cautious due to the extreme weather and potential impacts like flooding, landslides, fallen trees etc. This warning was a bit late and citizens were not prepared to face the difficult 24 hours that was to come.
